To upload music you’ll need to use a Digital Service Provider (DSP). Pricing will depend on the DSP you choose and be careful to look out to see if they take royalties. For podcasts, you’ll have to see that your podcast meets Spotify’s requirements and link your RSS feed link. For uploading music and podcast premium accounts are required.
